NMC plans to gobble-up PF amount of Rs 18 crores of 4700 temporary employees

: While bringing to notice another blatant violation of Government Rules and Regulations, President of Nagpur Mahanagar Palika Ewajdar Kamgar Sanghatna Jammu Anand has written to the Regional Provident Fund Commissioner and the Municipal Commissioner of Nagpur Municipal Corporation requesting them not to entertain any communication on behalf of NMC asking to waive the contribution for the period from January’2011 to May’ 2013. This issue is of 17 months of 4700 employees of NMC and for waiver of an amount of Rs 18 crores.

Jammu Anand had brought to the notice of Regional Provident Fund Commissioner and the Municipal Commissioner of Nagpur Municipal Corporation through a communication of the union that a futile attempt is being made by some over enthusiastic quarters of Nagpur Municipal Corporation Administration taking into confidence some irresponsible office-bearers of some unions.

The letter is addressed to Regional Provident Fund Commissioner which claims that the substitute sanitary workers themselves requesting to waive the contribution for the period of January’2011 to May’2013 under the pretext that they are very poor.  It would not be possible for them to share their contribution for the above period.

This claim is not only false but is being allegedly made with ulterior motives. Jammu Anand went on to claim that they can confidently claim that this whole idea of making a petition before Regional Provident Fund Commissioner and the Municipal Commissioner of Nagpur Municipal Corporation cannot be termed as a brain child of the substitute workers themselves but it is a handy work of few official collided with some office-bearers of the some unions.

One of the collider is the same person who had lodged complained before your office alleging corruption that took place for non-deposition of PF contribution by the Municipal administration.

Jammu Anand claimed that Ewajdar Kamgar Sanghatna is the first union of substitute sanitary workers in NMC.  They have been spearheading the cause of these workers since 2007.  He added that it was Ewajdar Kamgar Sanghatna which fought for years demanding for PF act for these workers.

Jammu Anand claimed that they have taken serious note of this development and therefore are informing the Regional Provident Fund Commissioner and the Municipal Commissioner of Nagpur Municipal Corporation about the same in advance.

President of Nagpur Mahanagar Palika Ewajdar Kamgar Sanghatna, Jammu Anand has demanded both the Regional Provident Fund Commissioner and the Municipal Commissioner of Nagpur Municipal Corporation to immediately clarify the position of their departments and posed a query if the contribution for the above period be waived under PF Act. He has also requested them to turn down any such communication made to their office.

Jammu Anand has also asked the Municipal Commissioner to take stringent action against all those officials who are responsible in misleading and misrepresenting the workers.

He added that they would like to register their strongest protest and demanded stringent action against those responsible for hatching the conspiracy keeping the Aiwajdar Kamgars in the dark.

Jammu claimed that they are shocked to know that the Health Department of NMC has officially circulated a letter enclosed with a sheet to be signed by the Aiwajdar Kamgars (Temporary Employees or Daily Wages Labourers). He added that it is even more shocking is learn that some of the Union Office-bearers are also involved in it.

The Health Department has allegedly drafted a letter on behalf of the Aiwajdar Kamgars addressed to the Regional Provident Commissioner pleading to waive their contribution for the period of January’2011 to May’2013 on the ground that they are very poor and earn very meager salary.   It would not be possible for them to share the contribution for stated period.

Jammu Anand claimed that it is utter shame on the part of one of the main office bearer of the so called recognized union which only represents the regular workers called him on his cell phone and allegedly requested him to sign a letter asking for waiving the contribution.  He added that they have also learnt that the Union which has lodged a police complain and with the provident office are also trying to convince the fellow Aiwajdar workers to sign the letter.

Jammu Anand claimed that if the waiving could have been possible by signing such petition, the PF officials should have suggested them and as well as the civic administration long time back.  After taking such a serious view and steps against the corporation on the part of the PF officials, how can they now waive?

This entire act of the health officials is un-ethical, un-called for and needs to be taken seriously.

Jammu Anand has demanded that a stringent action be initiated against those responsible however they are powerful and holding high offices.   He added that they have already made a representation before the Regional Provident Fund Commissioner and requested him not to entertain any communication on behalf of the Aiwajdar workers requesting for waiving the contribution as it a handiwork of the officials not intended by the workers.

He has also demanded the Regional Provident Fund Commissioner and the Municipal Commissioner of Nagpur Municipal Corporation to immediately direct the Health Department to withdraw such letter and direct them to issue a clarification that no signature of the workers are demanded.

Jammu Anand has cautioned that failing to initiate any action on their part would only convince the workers that all this is being done with their blessings.

What is the Nagpur Municipal Commissioner planning to do about this plan by some officials of NMC on the issue is of waiver of PF deduction of 17 months of 4700 NMC Temporary employees and for a waiver of an amount of Rs 18 crores.
