Nagpur: In a major decision, the State Cabinet on Tuesday approved in-principle to dissolve Nagpur Improvement Trust (NIT). A committee headed by Secretary, Urban Development-2, has been formed to recommend transfer of jurisdiction and authority to Nagpur Municipal Corporation during the process to dissolve the NIT.
The Secretary, Urban Development-2, will be the Chairman of the Committee while NIT Chairman and Municipal Commissioner will be the members.
The process of dissolution of NIT is to be completed by 31-12-2017. The dissolution will come into effect the day the Government issues a notification in this regard. The decision to dissolve the development agency has been taken under the provisions of Nagpur Improvement Trust Act 1936.

BJP fulfilled promise: Mayor
Reacting to the reports of State Cabinet approving in-principle dissolution of NIT, the Mayor Pravin Datke said that BJP has fulfilled its promise in this regard. Now, the three-member committee headed by Urban Development-2 Secretary Manisha Mhaiskar, NIT Chairman Dr Deepak Mhaisekar and Municipal Commissioner Shravan Hardikar will prepare the handover process proposal within one year. All the schemes and commercial ventures of NIT will be transferred to NMC. The FDs in NIT accounts will also be handed over to NMC. NIT till now was leasing out lands in its jurisdiction. All these lands will now be transferred to NMC and all the areas under NMC limits will be handed over to the civic body, Datke said.
The Mayor further said that once the GST comes into force, the revenue of NMC will see enormous increase.
Friction:
The overlapping jurisdiction of NIT and Nagpur Municipal Corporation was a point of friction between both the agencies and there was a demand to scrap NIT or at least drastically curtail its powers for areas within 217 sq km area of Nagpur city. Now, all lay-outs, works, powers of NIT will be transferred to Nagpur Municipal Corporation.
Taking this much awaited bold-step, Maharashtra Government has decided to redefine NIT’s role and has virtually clipped its wing and restricted its jurisdiction. Chief Minister Devendra Fadnavis had already indicated that he was in favour of such a proposal and had cleared the proposal under Maharashtra Regional Town Planning Act, 1966. As per decision, the NMRDA will play a major role of developing 3,500 sq kms area surrounding Nagpur city, which is part of Nagpur Metro Region.
The role of NIT was drastically curtailed by a notification dated February 27, 2002 and only seven schemes were left with it.
NIT was Planning Authority for Nagpur city till 2002 and thereafter NMC became the planning authority. Now, the State Government is likely to issue another notification for handing over all the seven schemes to NMC. The Government will also hand over development of unauthorised lay-outs to NMC. The local body will take care of all undeveloped layouts inside city limits while NMRDA will take care of area outside existing city limits.
