The General Body Meeting started at 11 am on Thursday at Town Hall, Mahal. When the Acting Mayor Deepraj Pardikar directed to start the proceedings of the House, the NMC Secretary Harish Dubey informed that only 40 members were present in the House, well short of the required quorum. Hence the House was adjourned for five minutes. The House assembled again at 11.12 am. Condolence resolution was read out by Dubey and the House was adjourned for five minutes again as is the tradition.

When the House assembled at 11.35 am, the NMC Secretary read out the greeting resolution in which Nagpur Today was congratulated for achieving the national-level recognition as top e-portal among 40 newspapers. The feat was greeted with thumping of desks by all members as well as officials.

Later, the Mayor directed Harish Dubey to read out the recommendation of legal consultant regarding nominated members and the post of Leader of Opposition. Dubey informed the House that Tanaji Vanve of breakaway Congress group is the Leader of Opposition with effect from May 20, 2017. Dubey further informed the House that as per the strength of the parties, the four members will be nominated from BJP while one member will be from Congress. The nomination procedure of BJP members has been completed. Accordingly, the Mayor announced Munna Pokulwar, Sunil Agrawal, Kishore Wankhede and Nishant Gandhi as the nominated members of BJP. As far as nominated member of Congress is concerned, the matter is pending in the High Court. The issue of Congress Group leader and Leader of Opposition is also pending in the court. The next hearing is slated on June 7, 2017. Only after the final ruling by the court, all these issues would get settled.

However, Congress Corporator Praful Gudadhe Patil demanded the Mayor to declare Kishore Jichkar as the nominated member from Congress quota since the High Court has not in any way put restriction on this issue. But the former Congress Group leader Sanjay Mahakalkar intervned and said that the decision should be kept in abeyance till the final ruling of the High Court. Another Congress member Manoj Sangole warned that if Jichkar is nominated before the ruling of the court, the presiding officer could invite wrath of the High Court. Hence the issue of nominated member from Congress quota should be kept pending.

Congress had filed nomination forms of two members — Vikas Thakre and Kishor Jichkar. Divisional Commissioner Anoop Kumar has appointed Tanaji Vanve as Congress group leader. Vanve has submitted name of Kishor Jichkar while Sanjay Mahakalkar has given name of Vikas Thakre.
