A piece of paper has forced the officials of Home Ministry and security agencies to spend sleepless nights and declare a red alert. The piece of paper is nothing but a terror letter of top Naxal leader and the Central Committee member Mupalla Laxman Rao alias Ganapati. The top Naxal leader had sent letters to different Zone leaders of the terror outfits three months ago asking them to prepare plans and gear the cadres for surprise and deadly attacks on various jails in the nine states.

The piece of paper is nothing but a terror letter of top Naxal leader and the Central Committee member Mupalla Laxman Rao alias Ganapati. The top Naxal leader had sent letters to different Zone leaders of the terror outfits three months ago asking them to prepare plans and gear the cadres for surprise and deadly attacks on various jails in the nine states. Nagpur Jail is also the striking target. One of the letters sent by the top leaders, luckily, got into the hands of Chhattisgarh police when they rounded up a Naxal few days ago.
The Home Ministry and the Intelligence agencies have alerted the nine Naxal-affected States and Jail Superintendents and have directed them to maintain impregnable security and strict vigil in order to thwart any possible attack by the extremist outfit.
The message in the piece of paper (letter) was enough to send shivers down the spines of officials of Home Ministry and security forces and force them spend sleepless nights. The message of the diabolical letter sent by the top Naxal leader and the Central Committee member Mupalla Laxman Rao alias Ganapati read: “Prepare concrete plans and gear up cadres for attacks on jails in the nine States and free our comrades put up in the jails. If some jails could not be attacked, approach courts and make efforts to release them of bails. Similarly, direct the jailed accomplices to resort to “Dharna” protests, deliver speeches about the Naxal movement and spread the message among other jail mates.”
The letter was written by the top Naxal leaders from unassailable terrain of Abujmad in Chhattisgarh. The Abujgad area spread over the 4000 square kilometer is out of reach of even for security forces. The security forces have till now failed to penetrate the “Free Zone” as has been declared by the Naxals. The terrorists rule the area.
According to high-level sources in the Home Ministry, the officials have been quite assured of security arrangements in the States other than Bihar. They are worried over the state of affairs as far as security of jails in Bihar is concerned. The Central Government has been witnessing openly the soft corner maintained by some political parties and even security forces. It may be recalled, in 2005, the Naxalites launched an audacious attack on Jehanabad Jail and massacred several people and freed 60 comrades from the jail.
Several top Naxal leaders and cadres are in jails of Nagpur, Delhi, Ranchi, Raipur, Hyderabad, Patna, Jehanabad, and Bhubaneswar. Some of them include Moti Lal Soren, Vishnu, Varnasi Subramanham, Subodh, Sheela Marandi alias Shobha and others.
