The Nagpur Municipal Corporation (NMC), already a hub of “nasty deals” and “shoddy state of affairs” carried out by the power centres, has additionally been “ruled” by the ‘middlemen or brokers’ for pushing their vested interests to logical end. They mingle with employees and officials in their chambers. The main source of over 18 middlemen, active in the NMC, is: Right to Information (RTI), according to reliable sources.

The middlemen or brokers are generally former office-bearers, officials, employees, Corporators, contractors, suppliers or their relatives or associated with them, the sources said.
The sources further said that these “wanted” personalities are the daily visitors to the NMC Headquarters. Moreover, if the middlemen or brokers skip their visit to the “hub” for any reason, their phones continue to ring by the calls of the vested interests. 12 noon is their arrival time and the seating places are chambers of the officials as and when they get an opportunity with the instant permission of the concerned officials, the sources informed. The main part of this modus operandi is, sources said, the 60-75 per cent share is reserved for the concerned officials for the ‘continuous flow of the beneficial news.’ Other share goes to the employees for digging out the information of ‘illegal files or initiated measures’ and then taking out the entire documents of the “deals” by way of Right to Information. And once armed with the necessary information, the scapegoats (guilty officials or employees) are then approached by the middlemen’s sources for recovery of the dues. If the middlemen or brokers face any difficulty in recovering the dues, the “illegal” issue is then put on the tables of their pet higher officials. The higher officials, in their own tricky way, recover the dues from the scapegoats and the shares of middlemen are then handed over to them. This uncanny information was provided by a middleman or broker who is very close to an official of Commissioner-level. According to this “wanted” person, money in big proportions changed hands during the transfers of the UDCs and the Ward Officers few days back.
The said middleman or broker has been knocking the doors of the Guardian Minister for constituting a probe committee against an official for whose benefit the NMC is running the e-governance in almost all its departments, other sources said.
