Administrator to rule NMC as current term of General Body ends on March 4

Nagpur: With the term of current General Body of Nagpur Municipal Corporation coming to an end today, March 4, the Municipal Commissioner Radhakrishnan B will take over as Administrator at local body from March 5 onwards until civic elections are held and results are announced.There is a possibility of the process of electing the new body getting delayed due to Covid-19 outbreak. The Administrator will discharge the duties to ensure smooth conduct of the civic body affairs.

Due to the stagnant issue of OBC reservation, delay in drafting of Municipal Corporation wards and other technical issues, the NMC elections were postponed for a longer period. The current 156-member general body will dissolve on March 4. As there is no provision in the Maharashtra Municipal Corporation Act to extend the tenure of any ruling party, Radhakrishnan B will be the administrator until the new body is elected.

According to sources, an administrator has been appointed in the NMC three times before. In 2000, then Municipal Commissioner T Chandrasekhar was the last administrator, sources said. The NMC polls were expected to be held in February. For this, the State Election Commission (SEC) started the work of ward formation from November last year. However, the process was delayed by two months. The objections and suggestions on draft of the wards’ formation were heard two weeks ago and at the same time, it was clear that there would not be much change.

The final layout of the wards is expected to be announced by next week. It will take at least 45-50 days for the SEC to conduct NMC elections. So, it has become clear that Radhakrishnan will be the Administrator for at least two months, sources said.

According to the Maharashtra Municipal Corporation Act, the Administrator appointed after the dissolution of the term of the general body has the power to discharge the powers and duties of the Standing Committee, Transport Committee and all other committees. Therefore, even if the general body does not exist, the administrator will have the right to take all administrative and financial decisions, said sources.
