This is the first budget of a BJP-led government in Maharashtra.

Mungantiwar-300x212Mumbai/Nagpur: State Finance Minister Sudhir Mungantiwar is presenting the first budget of a BJP-led Maharashtra.

Faced with bulging deficit and a need to increase investments, the Maharashtra government has sought suggestions from finance experts, industry bodies, bureaucrats and other stakeholders for preparing the State budget for the next fiscal.

Here are the highlight of the budget till 4:45 pm:

Recommended rate for Nagpur sarafa Making charges minimum 13% and above
  • Evaluation Committee to be set up to evaluate & classify the existing Laws,Schemes & GR’s & to repeal unnecessary items among these
  • Rs 14Cr to be provided for the publicity & dissemination of Marathi language & preservation of rare & antique books by way of Digitization
  • Memorial of all Paramvir Chakra Awardees from the State to be erected at Mumbai.
  • Development of Memorials of Hutatma Rajguru,Krantiveer Lahuji Salwe,Veer Baburao Puleshwar Shedmake & for development Samadhi Shrines of Saint Sevalal at Poharadevi, Dist Washim, Saint Mungasaji Maharaj Samadhi Shrine at Dhamangaon Dev Dist Yavatmal. Funds will also be provided for the development of Rashtrsant Tukdoji Maharaj Tapobhumi, Gondoda, Tq.Chimur Dist Chandrapur. Rs. 31 Crores will be made available for this purpose.
  • Rs.25 Crore earmarked for repairs and renovation of the Hutatma Smaraks Late Balasaheb Thackarey Memorial at Mumbai and Late Gopinath Munde Memorial at Aurangabad to be erected.
  • Provision of Rs.100 Crore for erection of Chhatrapati Shivaji Maharaj Memorial in Arabian Sea & Bharat Ratna Dr. Babasaheb Ambedkar Memorial at Indu Mill, Mumbai. Funds to be made available for the development of Diksha Bhumi at Nagpur
  • Folk Art and Folk Instruments to be preserved by Digitization
  • Creation of Auditorium in each district in coming 5 years
  • Biometric Utilities to be employed in Public Distribution System. Rs 23 Crore to made available for this purpose
  • Gram Panchayats from Scheduled Areas to get funds directly from the budget of Tribal SubPlan to the extent of 5% of total budget of SubPlan
  • Cities of Amaravati, Aurangabad, Nashik and Nagpur to get CCTV installed
  • SC sub plan to get Rs. 6490 Crore. Special Asst. Schemes to get Rs. 1451 Crore this year.
  • Rs. 25 Crore sanctioned for the Minority Rural Areas Development Schemes
  • Maulana Azad Minority Development Board to get Rs. 150 Crore as Share Capital Contribution.This has increased from Rs 35 Crore in last year
  • Govt to establish & provide 25cr to Village Industries,Cottage Industries & Handicraft Resource Training Centre at Sevagram in Wardha.
  • On the lines of Beti Bachav Beti Padhav Mission of the Central Govt, State has initiated Majhi Kanya Bhagyashri Scheme
  • Rs 200Cr to be given for establishment of Punyashlok Ahilyadevi Holkar Markets at each district for Mktg produce of Women Self Help Groups
  • Financial Assistance of Rs. 390 Crore for the construction of various health institutes
  • 70 Neonatal Ambulances to be made available for immediate treatment to infants with a view to reduce the infant mortality.
  • Rs. 300 Crore for Rajiv Gandhi Jivandayi Arogya Yojana in the state
  • Rs. 1996 Crore to be provided for National Health Mission in the state
  • 1000 additional beds to be provided to Sir J. J. Hospital, Mumbai
  • Rs 135Cr earmarked for construction and basic amenities for medical colleges at Nandurbar, Mumbai,Alibag,Satara,Gondia,Baramati & Chandrapur
  • Medical Colleges at Pune,Aurangabad,Akola,Ambajogai,Beed,Solapur,Nanded,Miraj, Sangli,Dhule,Yavatmal,Latur & Nagpur to be upgraded for Post Graduation.
  • The students of the state who clear the UPSC preliminary exam will get Financial Assistance for preparation of Mains Exam and Interview an up to date Study Centers along with reference books to be established at each district headquarters. Strengthening of Indian Administration Pre Service Training Centers at Kolhapur and Nagpur
  •  For development of Pharmaceutical Science, National Pharmaceutical Science Education and Training Institute to be established at Nagpur
  • Funds to be made available for modernization of Sir J.J. School of Arts & other Art Colleges with a view to quality and merit of these institute. An international level, School of Planning and Architecture to be established at Aurangabad.
  • Rs 1690 Crore for Sarva Shiksha Abhiyan (SSA) for the year 2015-16
  • Construction of girls’ hostel to get Rs. 122 Crore which is approximately double that of previous year’s provision.Rs 25 Crore for Construction of Protective walls for the Girls Hostels.All Girls Hostels in the state to get protective walls in 3 yrs
  • Provision of Rs. 50 Crore for the construction of Taluka and District Level Sports Stadium
  • In Accordance with the Skilled India concept of Prime Minister,Govt to launch Late Pramod Mahajan Skill Development Scheme to evaluate and integrate if necessary existing schemes of skill development and launch new schemes
  • In order to coordinate,Zoos at various places in the state, Maharashtra State Zoo Authority to be formed. Rs. 1Crore to be provided for this
  • Shama Prasad Mukherjii Jan Van Vikas Yojana for Integrated development of the areas in buffer zone with public participation
  • For effective implemntation of PESA Act 1996&Forest Right Act 2006.3 Tier Maharashtra State Medicinal Plant&Forest Produce Coop to be set up
  • Each district to get High Tech Nursery.
  • Tadoba Andhari Tiger Project,Sanjay Gandhi National Park, Gorewada Zoo to be developed on the lines of international Forest tourism destinations like MasaiMara. A provision of Rs. 191 Cr made for this purpose Social Forestry Department to develop Late Uttamrao Patil Forest Park in each district
  • Environment Conservation works through renovation of reservoirs in districts of Solapur, Dhule, Nandurbar, Nagpur, Sangli, Kolhapur, Sindhudurg, Chandrapur, Thane, Raigad, Latur, Ahmadnagar, Satara & Pune to get a provision of Rs 9Cr
  • The eligible textile projects from Vidarbha, Marathwada & North Maharashtra to get 10% capital incentive. Rs 28Cr earmarked for this purpose
  • Textile Projects to get interest rebate of 5 to 7 % on long term loans.
  • To boost industrial development in industrially backward areas, Industrial Cluster Development Scheme to be launched.
  • A provision of Rs. 3150 Cr for mega projects under Group Incentive Scheme
  • A provision of 200Cr for land acquisition & rehabilitation of MIHAN project.
  • For industrial development of state an innovative project Make In Maharashtra to be launched.
  • Kolhapur, Akola, Shirdi, Karad, Amaravati, Sholapur to get 91 Crore for development & maintenance of Airport & Airstrips.
  • Mumbai,Pune,Nashik,Aurgangabad,Amaravati,Nagpur to get 125Cr for renovation of Bus Stands &16Cr for purchase of new S.T. Bus
  • Rs. 600Cr for Maharashtra Golden Jubilee Urban Upliftment Mega mission (Maharashtra Suvarn Jayanti Nagarothan Maha Abhiyan)
  • A provision of Rs 80 Crore for the Maharashtra Sujal & Nirmal Abhiyan ( Water Supply & Sanitation Scheme) for urban areas
  • Rs. 320 crore earmarked for implementation of the ambitious Swaccha Bharat Abhiyan of the Central Govt.
  • To ensure inclusion of cities in state under Smart City scheme of Central Govt. A provision of Rs. 268Cr is made this year
  • Nagpur and Pune metro rail project to get Rs 197 Crore and 174 Crore respectively
  • Provision of Rs. 109 Crore for Colaba-Bandra-Seepz Metro Line -3 through Special Purpose Vehicle.
  • A target to construct 1Lakh houses under various housing schemes.A provision Rs 884Cr for this purpose for the year 2015-16.
  • Each BPL beneficiary to get upto Rs 50000 for purchasing piece of land for construction of house under this scheme
  • This scheme will aid BPL families to purchase land to construct house under different housing schemes of Govt.
  • Pt.Dindayal Upadhyay Gharkul Jaga Kharedi Arthsahayya Yojana-New scheme to provide financial help to the beneficiaries of BPL families
  • Rs 900 Crore marked for Hydro Electric Power Projects in the year 2015-16
  • Infra-2 Scheme declared for infrastructure development of the Electricity Distribution. Rs 538 Crore marked as State share
  • 1000 Villages to be covered in next 5 years under Amdar Aadarsh Gaav Yojana scheme.
  • State to launch Amdar Aadarsh Gaav Yojana(MLA Model Village Scheme) on lines of Sansad Adarsh Gram Yojana of Central Govt
  • Rs. 3213 Crore marked for completion of 5100 km roads in the year 2015-2016
  • Rs. 861 Crores for Pradhan Mantri Gram Sadak Yojana
  • To maintain quality of roads under CM Rural Road scheme default liability raised to 5 years from 6 months.
  • Provision of Rs. 1413 Crore for CM Rural Road project in addition to 1000 crore as outlay.
  • Chief Minister Rural Road Scheme: An ambitious project for development of rural roads.
  • Target is to complete 38 irrigation projects to be in the year 2015-16
  • A time bound program planned for completion of Irrigation Projects. Hence Rs. 7272 Crore marked for the same purpose.
  • Rs 20 Crore for erection of Jetties at Sindhudurg, Ratnagiri, Raigad, Thane, Palghar and Mumbai for fishing activities.
  • Rs. 140 Crore for development of Animal Husbandry
  • Rs. 10 Crore for scientific preservation for traditional local seeds at Gene Bank.
  • Financial Aid to Grape Farmers & provision of shade net to protect the Grape orchids from hailstorm in Nashik Dist
  • MREGS to get Rs. 1948 Crore for Central Govt. share while Rs 710 Crore for state EGS.
  • 7540 Solar Agricultural Pumps to be installed under a pilot project in the state
  • Provision of Rs 980 Crore for electrification of Agricultural Pumps this year up from Rs 150 Crore last year.
  • New pilot scheme “Late Motiramji Lahane Krushi Samrudhi Yojana” to be launched in Yavatmal to prevent Farmers suicides
  • A Provision of Rs. 300 Crore for Micro Irrigation in our state.
  • The Chain Cement Nala Bandh Program to get Rs.500 Crores, which is double of the previous year’s provision.
  • Grant of Rs.100Cr for repair & renovation of Maji Malgujari(Water Reservoirs)of Gadchiroli, Bhandara,Gondia& Chandrapur District.
  • Provision of Rs.1000 Crores is made for Jalyukt Shivar Mission.
  • Jalyukt Shivar Mission- To overcome the drinking water scarcity & drought due to irregular rainfalls is being implemented.
  • Incentives to efficient Govt servants and punishment to incompetent ones will be the policy of our Govt
  • An incentive scheme will be laid out for Govt officials who come up with Innovative ideas
  • Separate Control Room to be established at Mantralay for monitoring Govt aided schemes through Evidence Based Photography.
