In a significant development aimed at resolving the various challenges faced by traders across Maharashtra, key industry bodies including the Chamber of Associations of Maharashtra Industry and Trade (CAMIT), Maharashtra Chamber of Commerce Industry and Agriculture (MCCIA), Federation of Associations of Maharashtra (FAM), Grain, Rice and Oil Seeds Merchants Association (GROMA), and The Poona Merchants Chamber (PMC), have come together to form the Maharashtra State Vyapari Kruti Samiti.
A high-level meeting was convened on 26th August 2024 in Mumbai under the leadership of Hon’ble Deputy Chief Minister, Shri Devendra Fadnavis. The meeting was attended by Shri Mangalprabhat Lodha, Hon’ble Minister, and Smt. Madhuri Tai Misal, MLA, along with distinguished bureaucrats. The discussions addressed several pressing issues raised by the Samiti, and it was decided to hold a follow-up meeting within a month to take further action. Hon’ble Deputy Chief Minister Shri Devendra Fadnavis provided clear directions to ensure timely resolution of the traders’ concerns.
In line with this, the Maharashtra government has already made the following decisions:
1.As per the state order dated 11th October 2024, the government has decided to reduce cess rates from 25 paise to 50 paise per ₹100 as against 1% earlier on every transaction involving the purchase or sale of agricultural produce in APMC market areas.
2.The government will establish a Weighing Metrology Center to monitor the weight of goods and ensure accuracy in transactions.
3.The G.S.T. Commissioner has successfully resolved several key issues raised by the traders.
4.During a meeting chaired by the Principal Secretary of the Urban Development Department, it was confirmed that construction permissions in APMC market areas will be granted as per the UDCPR (Unified Development Control and Promotion Regulations) framework.
The state government has demonstrated a proactive and positive approach toward resolving traders’ issues, which has been appreciated by all stakeholders. Prominent members of the Kruti Samiti, including Shri Dipen Agrawal, Shri Mohan Gurnani, Shri Lalit Gandhi, Shri Jitendra Shah, Shri Bhimji Bhanushali, Shri Rai Kumar Nahar and Shri Rajendra Bhantiya have expressed their gratitude to Hon’ble Chief Minister Shri Eknath Shinde, Hon’ble Deputy Chief Minister Shri Devendra Fadnavis, Minister for Skill Development Shri Mangalprabhat Lodha, MLA Shri Madhuri Tai Misal, and other relevant officials for their dedicated efforts.
The reduction in cess rates and the unified approach by the APMC committee will provide much-needed relief to traders, boosting overall business efficiency within the market areas. This is expected to enhance customer service and streamline operations in APMC markets.
Dr. Dipen Agrawal, President of CAMIT, emphasized that these decisions will significantly strengthen traditional businesses in this era of competitive trade, providing them with the necessary support to thrive.
