Nagpur: The Nagpur Municipal Corporation (NMC), Nagpur Improvement Trust (NIT), and Nagpur Metropolitan Regional Development Authority (NMRDA) have jointly told the Nagpur Bench of Bombay High Court that more than 5,000 illegal constructions have been identified across the city.
During the hearing before the Division Bench of Justice Nitin Sambre and Justice Abhay Mantri on Monday, the court was informed by a joint committee of these three agencies that while a major progress has been made– approximately 50 percent of these illegal constructions have been removed– there is a critical need for expedited action.
The court had previously filed a Public Interest Litigation (PIL) to address the rampant illegal construction in Nagpur. The committee, which was tasked with overseeing enforcement, has categorised the illegal constructions into five distinct categories for more effective management. Of the total identified violations, 1,175 are classified under category A by the NMC.
By the end of July, 648 of these had been removed and 527 are still pending. Similarly, NIT has identified 1,951 constructions in category A, with action pending on 1,233 of these cases. The NMRDA has reported 1,960 illegal structures in category A, with enforcement pending on 839 of these. Despite the vast scale of the problem, the agencies collectively took action against only 16 illegal constructions in July.
In a related development, the High Court had previously addressed concerns raised by the development agencies regarding insufficient police support for removal operations. The court directed the establishment of a special email system for these agencies to request immediate police intervention. The DCP has set up this email system to streamline requests and ensure timely responses. Development agencies are now instructed to use this email for all future assistance requests, with assurances of quick handling.
