Nagpur: The process of installing High-Security Registration Plates (HSRP) for vehicles registered before 2019 began on January 1, 2025, but progress in Nagpur has been extremely slow. In the past month, even one lakh vehicles have not received the new number plates.
With the deadline set for March 31, 2025, a major question arises: How will more than 10 lakh vehicles in Nagpur city and district be fitted with HSRPs in just two months? The slow progress is attributed to a lack of awareness among vehicle owners and the high cost of the plates.
RTO lacks data on installed plates:
Even after a month since the initiative began, the Regional Transport Office (RTO) has no official data on how many vehicles in Nagpur city and district have received HSRPs. This highlights the transport department’s lack of seriousness in implementing the scheme.
On one hand, very few vehicle owners are visiting the fitment centres, while on the other, the centres are not providing regular updates to the transport department.
The cost of HSRP is already high, and an additional 18% GST is further burdening vehicle owners.
• ₹450 for two-wheelers and tractors
• ₹500 for three-wheelers
• ₹745 for cars and other vehicles
• Plus 18% GST on top of the fees
This has turned HSRP installation into an additional financial burden for vehicle owners.
The installation of HSRPs in Nagpur city and district has been assigned to two companies:
• Rosmerta Safety Systems Ltd. for vehicles under Nagpur City RTO and Nagpur East RTO
• Real Mazon India Ltd. for vehicles under Nagpur Rural RTO
These companies have also appointed multiple sub-dealers, but while booking online, only a few centres appear in the list, causing inconvenience to vehicle owners.
How to register for HSRP installation
1. Visit transport.maharashtra.gov.in
2. Click on “HSRP Online Booking”
3. Select your RTO office
4. Click on “High-Security Registration Plate”
5. Enter vehicle owner’s name and pay the fees
6. Enter the OTP received on your mobile
7. Choose a nearby fitment centre or apply for home delivery
8. Select the date and time for installation
9. Click on “Confirm”
10. Enter registration number, chassis number, engine number, mobile number, and captcha code as per the RC card
With time running out, authorities need to speed up the process and address the cost and awareness issues to ensure timely installation of HSRPs.
Vehicles registered before April 2019 will have to be fitted with High Security Registration Plates (HSRP) to avoid imposition of penalty on their owners. To curb vehicle thefts and bring uniformity in vehicle’s identity marks, the fitment of these number plates was made mandatory for the vehicles registered in Maharashtra before April 2019, and the onus of installing those was on the manufacturers.
Made of a rare aluminum alloy, HSRP contains a retro-reflective film with a verification inscription ‘India’, a chromium-based Ashok Chakra hologram, the hot-stamped letter IND in blue, and a 10-digit laser-branding of a unique serial number, making it tamper-proof. “It is the responsibility of the vehicle owner to get HSRP and a third registration mark sticker installed by March 31, 2025,” the SOPs said.
The enforcement authorities (Regional Transport Offices and police) have been authorised to take legal action and impose fines for non-compliance under Section 177 of the Motor Vehicles Act, 1988 after the March 2025 deadline ends.
